Refund for E-Ticket and Railway Ticket Passengers



Refund for E-Ticket and Railway Ticket Passengers 
             As per extant rule, in case of cancellation of trains, automatic refund of fare on confirmed or RAC or Waitlisted e-tickets is directly credited to the account from which booking transactions took place. Online cancellation or filing of TDR is not required in such case. For PRS counter ticket, when the train is cancelled due to unforeseen circumstances such as accident, breach or flood, refund of fare is permissible across the counter within three days excluding the scheduled day of departure of the train.
 Comparative important cancellation & Refund rules for PRS counter ticket and e- ticket are as under:-

(i) Cancellation and Refund of fare on confirmed PRS counter tickets is permissible across PRS counter upto 4 hours before the scheduled departure of the train
(i) For refund of fare on e-tickets, online cancellation/TDR have to be filed as the case may be upto 4 hours before the scheduled departure of the train and refund of permissible refund amount is credited to the account from which booking transaction took place.
(ii) Cancellation and refund of fare on RAC/Waitlisted PRS counter tickets is permissible up to thirty minutes before the scheduled departure of the train.
(ii) In case of RAC e-ticket, the same can be cancelled/TDR can be filed online upto thirty minutes before the scheduled departure of the train.
In case of waitlisted e-ticket on
which status of all the passengers is on waiting list after preparation of reservation chart, the refund of fare is directly credited to the account from which booking transaction took place.
(iii) In case of cancellation of trains, or PRS counter ticket, when the train is cancelled due to unforeseen circumstances such as accident, breach or flood refund of fare is permissible across the counter within three days excluding the scheduled day of departure of the train.
(iii) In case of cancellation of trains, automatic refund of fare on confirmed or RAC or Waitlisted e-tickets is directly credited to the account from which booking transactions took place. Online cancellation or filing of TDR is not required in such case

Features of Tatkal Scheme in Railways
Adequate safeguards have been built in the scheme to avoid misuse of the Tatkal scheme, some of which are as under: 
i. One of the passengers booked on the ticket has to show the prescribed proof of identity (in original) during journey failing which all the passengers booked on that ticket are treated as travelling without ticket and charged accordingly.
ii. No refund is granted on cancellation of confirmed Tatkal ticket. 
iii. The facility of change of name is not permitted on the booking made under Tatkal Scheme. 
iv. The timings of opening of booking under Tatkal scheme on the opening day of reservation have been staggered to 1000 hours & 1100 hours on the previous day of journey from train originating station for AC and non-AC classes respectively.
v. Authorised ticketing agents have been restricted from booking Tatkal tickets during the first thirty minutes of opening of Tatkal booking i.e. from 1000 hours to 1030 hours and from 1100 hours to 1130 hours. 
vi. Web service agents have been permitted to book only one Tatkal ticket per train per day. 
vii. Maximum four passengers per PNR for Tatkal Tickets. Individuals are allowed only 2 Tatkal tickets per IP Address from 1000 hours to 1200 hours permissible and maximum number of tickets allowed to an individual user is 6 per month. 
viii. Automatic log out after completion of one transaction. 
Whenever any instance of misuse of Tatkal scheme was brought to the notice, the root cause for such misuse was examined and remedial steps were taken by modifying the provisions of the scheme to plug the loopholes. Centralized statistics, State/Union territory wise regarding instances of such misuse is not maintained. However, since 2014 till date, instructions regarding modification in Tatkal scheme have been issued on six occasions. Soon, you can cancel your train tickets just by a phone call




Come April and cancelling a confirmed train ticket would only be a phone call away. 

Indian Railway is set to launch a facility next month for the hassled passengers who find it hard to reach its counters within the stipulated time to cancel their confirmed tickets and claim refund. 

"One has to dial 139 giving details of the confirmed ticket for cancelling it and the sender will get a one-time password (OTP). Passenger has to reach the counter the same day and reveal the OTP to claim refund," said a senior Railway Ministry official. 

After the change in refund rules, a lot of passengers are now finding it difficult to reach counters to cancel the reserved tickets within the stipulated time and as a result they are losing money. 

According to the new refund rules, railways has doubled the ticket cancellation charge with the aim of helping genuine passengers get confirmed tickets. 

"The refund rules were revised to discourage touts and ticketing agents who engage in black marketing of tickets," said the official, adding "however, it has also resulted in inconvenience in some genuine cases. So we are now providing the 139 facility for cancellation." 

Coming to the aid of harried passengers, railways will launch the cancellation facility through 139 service so that one does not have to rush to the counter to cancel confirmed tickets. 

The tickets which are booked online can be cancelled on the ticketing websites. The 139 facility is for those who bought tickets from counters. 

The software is ready and the facility is likely to be formally launched in the second week of April.

Railways hikes tatkal ticket charges for AC, sleeper class


The government has increased the tatkal ticket booking charges by up to 33 per cent. The Indian Railways has increased the tatkal booking charges for travel in sleeper class, AC-III tier, AC-II tier and executive class and will come into effect from December 25.
The announcement came immediately after the winter session of Parliament concluded on Wednesday. The second class (general) tatkal charges will remain unchanged.
The revised charges
» The minimum tatkal charges for sleeper class have been raised from Rs. 90 to Rs. 100 and the maximum charge from Rs. 175 to Rs. 200. The amount will vary depending upon the distance travelled.
» The hike in travel charges in AC compartments is even more. The minimum tatkal charges in AC-III have increased from Rs. 250 to Rs. 300 while the maximum charges have gone up from Rs. 350 to Rs. 400
» The minimum charges for AC-II tier have been increased from Rs. 300 to Rs. 400, and the maximum charges have been hiked from Rs. 400 to Rs. 500.
» Passengers travelling in the executive class will need to pay Rs. 400 instead of Rs. 300 as the minimum tatkal booking charge and Rs. 500 against the earlier sum of Rs. 400 as maximum cost.
» The tatkal booking for second class sitting will remain the same at Rs. 10 as minimum and Rs. 15 as maximum charge, depending on the distance.

Ministry of Railways Decides to Increase the Minimum Chargeable Fare From Rs.5 to Rs.10 for Non Suburban Services Only to Make it at Par with the Platform Ticket Charges
The Decision will be Effective from 20th November, 2015
The Move AIMS at Meeting the Objective of Controlling the Rush on Platforms for the Convenience of the Passengers
Ministry of Railways had in the last Budget revised the price of Platform ticket from Rs.5 to Rs.10 with a view to control the rush on platforms. However the objective could not be realised as passengers started purchasing the minimum single journey second class tickets priced at Rs.5 in lieu of the Platform ticket. 
Therefore, Railways have now decided to increase the minimum chargeable fare from Rs.5 to Rs.10.It will be effective from 20/11/2015 to make it at par with the Platform ticket charges. To begin with this will be applicable only to Second class Non-suburban services only. It is hoped that this step will bring down the rush on the platforms to manageable levels.

Now, book train tickets 30 minutes prior to departure






Come November 12, you can book a railway ticket online 30 minutes prior to the departure of a train.



Railways have also made changes in its system of preparation of chart, which would now be prepared twice.
First reservation chart would be prepared four hours prior to departure of a train while second and final one, 30 minutes before the train departs, a senior railway official said.
According to the revised rules, booking will be allowed on internet as well as at reservation counters for a particular train, subject to availability of berths, even after the preparation of first reservation chart.
Railways have also made it mandatory for the concerned department to finalise the reservation chart four hours before the departure of train from November 12 in order to facilitate passengers to know the status of their ticket and plan their journey well in time.
A second and final chart of reservations will be made available before departure of train and handed over to onboard ticket checking staff.

Vide Press Information Bureau dated 1st September 2015, the Government of India (Ministry of Labour & Employment) has announced that the Government has been seriously considering amendment in the wage eligibility for payment of Bonus to the employees from Rs.10,000 to Rs.21,000 and equally for revising the calculation ceiling from Rs.3500 to Rs.7000 or the minimum wage notified by the appropriate Government for that category of employees, whichever is higher. Although more than a month passed from the date of announcement, the Government is yet to give decision for upward revision of wage eligibility and calculation ceiling limits.
2. In this connection, NFIR desires to bring to your kind notice that in the Railways, productivity Linked Bonus Scheme was introduced in the year 1979 by an agreement with the Railwaymen’s Federations. Pursuant to the said agreement, payment of productivity Linked Bonus (PLB) is made every year (prior to Dussehra festival) by notional calculation of salary at Rs. 3500/- per month. NFIR has been pressing the Government since long to remove calculation ceiling for ensuring payment of P.L. Bonus on actual salary of employees.
3.The employees throughout the Country are anxiously awaiting for Government’s decision as already promised for revision of wage eligibility and calculation ceiling limits on Bonus.
NFIR, therefore, requests the Hon’ble Prime Minister of India to kindly intervene and see that the commitment made on September 1, 2015 for revision of wage eligibility and calculation ceiling limits for payment of Bonus is implemented before commencement of Puja Holidays.

How to fast book your Tatkal Tickets on IRCTC Website



We have seen in last few months Indian Railways has changed many rules and regulations on ticket booking.
Existing time limit of advance reservation has been reduced from 120 days to 60 days with effect from 01st May 2013.
Tatkal tickets will be available from 10:00 AM and its really hard to login to IRCTC after 10:00 AM, many times page is expired but don’t worry follow some simple tricks and you will get your Tatkal ticket.
As it is well known that Indian railways is the cheapest way to travel anywhere in the India. A common people can easily afford the cost of travel by train.
We always try to book Tatkal ticket from IRCTC but many times it turns to nightmare and page becomes expired. You have planned your journey but due to slow speed of IRCTC server you can’t book the ticket. There is no any other way, only just to postponed your journey and it also become a huge loss.
It’s very crucial, so what to do to improve speed or any other speedy way to get a Tatkal ticket online from IRCTC. Yes we can do it with following option.
Step-1: As you know IRCTC contains lots of Ads resulted slow landing of page. Now you will have to disable whole Ads on your browser. And it can be done with Mozilla Firefox add on named Adblock plus.

It has been decided to increase the advance reservation period from 60 days to 120 days (excluding the date of journey) w.e.f. 01.04.2015. CRIS will make necessary changes in the software for this purpose under intimation to all Zonal Railways as well as Board’s office.
There will be no change in case of certain day time Express Trains like Taj Express, Gomti Express, special trains, etc. where lower time limits for advance reservations are at present in force. There will also be no change in case of the limit of 360 days for foreign tourists.
Board desire that the above change may be given wide publicity well in advance of its implementation. Suitable instructions to all concerned may be issued to ensure smooth change-over to the new time limit.

‘Go India’ Smart Card for Train Tickets



‘Go-India’ smart card scheme has been launched on pilot basis on two sectors i.e. New Delhi-Mumbai and New Delhi-Howrah. At present, the Go-India smart card enables passengers to pay for reserved and unreserved tickets. The smart card can be used at nominated Unreserved Ticketing System (UTS)/Passenger Reservation System (PRS) counters and at Automatic Ticket Vending Machines (ATVMs) on these two sectors for issuing tickets. The salient features of the Go-India smart card are as under: 

Initially, the card can be get issued by paying minimum Rs.70/- where passenger will get Rs.20/- balance.After that, card can be recharged for Rs.20/- or in multiple of Rs.50/- upto Rs. 5000/-.

Maximum limit on Go-India smart card is Rs.10,000/-.

Go-India smart card has life time validity. In case of no usage in six months from the date of last transaction, smart card will be temporarily deactivated which can be activated again by paying Rs.50/- as activation fee.

The scheme is intended to reduce the transaction time at the booking counters for the convenience of passengers as it facilitates cashless transaction.

The said orders do not have a retrospective effect.

As it is reimbursement for the whole year, original receipts for the fee paid for the 3rd / 4th quarter has to be submitted to ensure that the child has not dropped out of the school in the mid-session. O.M. No.12011/01/2013-Estt. Allowances dated 23.04.2013 refers.

Whether a Government servant is required to give a certificate that the spouse, if earning, has not claimed CEA?
Yes.

In terms of O.M. No.12011/01/2013-Estt.(Allowances) dated 23.04.2013, the claimant Government servant is required to furnish an undertaking that reimbursement of CEA has not been claimed in respect of the child by the spouse of the claimant.

Mobile and Desktop APP on Windows 8.0 for National Train Enquiry System (NTES) Commenced


A new mobile app and desktop app on Windows 8 platform for train enquiry as an enhancement to National Train Enquiry System (NTES) has been developed by Centre for Railway Information Systems (CRIS), the IT wing of Indian Railways in consultation with and support from Microsoft. NTES is the backend system which provides information to the public about train running on near real time basis through various interfaces like nationwide unique rail enquiry number 139, website (www.trainenquiry.com), mobile interfaces, Touch Screens, face to face enquiry and Display Boards at stations. The NTES app is now available for download and public use from today onwards i.e. 23rd April 2014. As the first step the App has been started for Windows 8.0 and subsequently the app will be developed for other mobile platforms.
A new interface of NTES website along with Mobile version was launched in September 2013 earlier which received wide appreciation by the travelling public and has been quite useful in meeting the requirements of passengers.
A strong need was felt for launching the mobile app with richer user interface keeping in view the current technology trends and which can be downloaded on the device and comfortably made use for train running related enquiries.
The current Mobile application has the following main features:-
“Spot your train” - This query offers information about a train. Current running status, expected time of arrival/expected time of departure (ETA/ETD) at the queried station can be easily known through this query.
“Live Station” - This query has been given to replicate the display boards at station. One can see the trains expected to arrive/depart at any station in next 2 or 4 hours.
“Train Schedule”-This provides complete schedule of a train with all public stoppages enroute and schedule arrival/departure at the station, distance and day count.
“Trains between Stations” - One can find out the list of all types of trains available between any two stations over Indian Railways.
“Cancelled Trains”  - This query displays all trains marked as cancelled on Indian Railways. The option displays trains which are cancelled through entire route as well as trains which are cancelled on partial route.
“Rescheduled Trains” -This query displays all trains marked as rescheduled on Indian Railways. The option displays trains’ rescheduled timings.
“Diverted Trains” – This query displays all trains marked as diverted on Indian Railways.
CRIS, has constantly been involved in taking new initiatives and developing various applications for Railway users and interfaces for general public to provide quality information about train running and other services with enhanced user experiences. Member Traffic, Railway Board, Shri D.P.Pandey while reviewing the IT projects with MD/CRIS and other officers of Railway Board and CRIS on 22ndApril, 2014 appreciated the Mobile app developed by CRIS and expressed his hope that the app will be well received by mobile users and will certainly add great value to the services.

Tatkal booking extended to passenger trains…


Ministry of Railways Decides to Introduce Tatkal Scheme in Passenger Trains

The Tatkal scheme was initially introduced in 1997 with a view to provide reservation to those passengers who have to undertake journey at short notice and to save such passengers from the clutches of unscrupulous elements/touts. At present, this scheme is available in almost all Mail/Express trains and in all reserved classes except First Class and First AC Class.

Ministry of Railways has now decided to introduce Tatkal scheme in reserved classes of passenger trains also. The Tatkal scheme in the passenger trains will be available in the reserved classes (2nd AC, 3rd AC, 3rd AC Economy, Chair Class, Sleeper Class and 2nd reserved sitting). For this purpose, Zonal Railways will identify the passenger trains and earmark Tatkal accommodation in that train/class in which average utilization during the previous financial year has been more than 60%. The extent of accommodation to be earmarked will be the same as applicable in case of normal Tatkal scheme. The minimum Tatkal charges prescribed for different classes will be applicable as flat Tatkal charges. All other conditions applicable to normal Tatkal scheme will be applicable in case of identified passenger trains.

The Zonal Railways will issue train specific notification and date of effect of this scheme at their own level.

The 88th Annual Conference of the All India Railwaymen’s Federation, held at Visakhapatnam on 18-20 December, 2012, decided that, if the following burning grievances of the Railwaymen are not resolved in a time-bound programme, AIRF would be compelled to conduct strike ballot as a first step for a decisive struggle:-

  1. Filling-up all vacant posts.
  2. Sanction additional posts in commensurate with increase in the number of trains and workload.
  3. Stop outsourcing of perennial nature jobs, violating the provision of Contract Labour (Regulation & Abolition) Act, 1970.
  4. Scrap New Pension Scheme and cover all the staff with pension and family pension scheme as available to staff appointed prior to 01.01.2004.
  5. Implement recommendations of Cade Restructuring Committee.
  6. Remove all the anomalies of the 6th CPC as agreed upon in the meeting of Departmental Anomaly Committee and resolve all the anomalies pending before National Anomaly Committee.
  7. Recommendations of the Joint Committee constituted to study the Career Progression and Package for Trackmen has been diluted arbitrarily. The recommendation should be implemented in to to.
  8. Merger of grades of Technician Gr. II and Gr. I duly grant GP of Rs.2800.
  9. Provision of GP of Rs.4800 in place of Rs.4600 to all Senior Supervisors.
  10. Upgradation of 15% apex level Group `C’ posts to Group `B’.
  11. Grievances of the Running Staff, such as granting of Running Allowance w.e.f. 01.01.2006 duly improving ALK, reduction in Duty Hours, Provision of Additional Allowance to Running Staff working in Goods Trains and also to Traffic Running Staff working as Goods Guards and Passenger Guards, improvements in the condition of Running Rooms etc.
  12. Upgrade all categories of staff in Grade Pay of Rs.2400 to Rs.2800.
  13. Parity of grade pay to Stenographers between the field staff and the staff working in Secretariat.
  14. Reckoning of 100% Casual Labour Service rendered as Qualifying Service for seniority and pensionary benefits is still pending in spite of Hon’ble Supreme Court judgment.
  15. Stepping up of pay of seniors who are drawing less pay than the juniors consequent on fixation of pay due to implementation of VI CPC recommendations between the direct recruits and promotees.
  16. Stepping up of pay of senior employee on par with junior employee consequent on modification of ACP Scheme as MACP is pending with the Railway Board.
  17. Safety Related Voluntary Retirement Scheme has been modified as LARSGESS permitting the Railway employees in Safety Categories to give Voluntary Retirement so as to enable their wards getting appointed. Lot of conditions were imposed diluting the intention of this scheme by introducing Written Examination. Large number of wards of the employees who have applied for appointment under LARSGESS in 2010 cycle have failed in the PET. Later, PET was abolished for the wards appearing under LARSGESS 2012. AIRF has demanded waival of PET for failed candidates of LARSGESS 2010 and requested the Board to issue necessary orders to Zonal Railways for absorbing them in the Railways. The matter is yet to be resolved at Board’s level.
  18. Granting of one increment for the employees in the categories like MCMs, Loco Running Staff, SMs, P. Way Supervisors etc. when they get horizontal promotions without reckoning the same as “Promotion” for the purpose of granting financial upgradation under MACP.
  19. The demand of recruitment of wards of Railwaymen as Substitutes has not been implemented by the GMs of the Zonal Railways due to several restrictions imposed in the orders of the Railway Board.
  20. Welfare Schemes announced in the Railway Budget, such as opening of Nursing Colleges, Medical and Engineering Colleges, Polytechnics, Kendriya Vidyalas for the children of the Railwaymen, extension of medical facilities and pass to both dependant father and mother of Railway employees etc. are yet to be implemented by the Board. The announcement of the scheme - “House to All” has also not seen the light of the day.
  21. Entitlement of Privilege Passes to travel by “Duronto Express” trains is yet to be finalized.
  22. As per decision taken in the DC/JCM Meeting, 5% of the sanctioned strength of the Section Officers in the pre-revised scale of Rs.6500-10500 was earmarked to non-qualifying Appendix III Accounts Assistants. Consequent upon implementation of VI CPC recommendations, the same was revised to 1% of the combined strength of SOs & SO(A)s , reducing the percentage. The demand of increasing the same to 5% on the combined strength of SOs and SSO(A)s is still pending with the Railway Board.
  23. Grievances of AC Mechanics and AC Attendants deputed to work on trains is yet to be resolved by the Board.
  24. Running Allowance should be paid to medically de-categorized Running Staff kept on supernumerary posts.
  25. Even though technical categories working in Electrical, Mechanical, Civil Engineering(Works), erstwhile Mistries and supervisors have been merged in the cadre of JE, in the Civil Engineering the Senior P. Way Supervisors are rotting in their category without merger with JE category. This issue is pending with the Railway Board.
  26. Even though several times the issue of absorption of quasi-administrative offices staff was discussed, no orders have been issued so far for the absorption of quasi-administrative offices staff in the Railways.
  27. Improvement in the conditions of Railway Hospitals and filling up of all the vacancies of Doctors, Nurses and Paramedical Staff. Provide medical facilities to the staff posted at roadside stations and ganghuts.
  28. Increase the amount of Fixed Medical Allowance and issue Smart Card to all RELHS beneficiaries.
  29. Grant parity in pension and family pension to the staff/family retired prior to 01.01.2006.
  30. Revise the rates of Patient Care Allowance and Risk Allowance and grant Patient Care Allowance to the staff of Medical Department working in Kitchen, Store, Watching duties etc.
  31. Exempt Transport Allowance and Special Duty Allowance for the purview of Income Tax deduction.
  32. Raise the ceiling limit of Rs.3500 for the purpose of payment of PLB.
  33. Raise the ceiling of Income Tax deduction from Rs.2.00 lakh to Rs.3.00 lakh, as recommended by the Standing Committee on Finance.
  34. Repair quarters, roads, drains and do not compel staff to stay in inhabitable quarters and pay House Rent Allowance to such staff.
  35. Limit duty hours of the staff to a maximum of 7 hours a day.
  36. Scrap classification of duty hours as “Essential Intermittent” and “Excluded”.
  37. Pay T.A., O.T., N.D.A., National Holiday Pay etc. regularly.
  38. Increase the rate of Special Duty Allowance by 25% with retrospective effect from 01.01.2011.
